There is no rolling resistance grade on a US tire. What is molded into the sidewall is UTQG: a treadwear number, a traction grade of AA, A, B or C, and a temperature grade of A, B or C.
What it is for
Cold costs an electric car twice: the battery has less usable energy below seven degrees, and a summer compound stiffens and stops gripping. The battery half cannot be fixed by the owner. The tire half can. Winter tires are legally permitted below the vehicle's original speed rating provided the driver knows and the load index is still met, which is why this range carries T and R ratings on cars that left the factory on W and Y.
